Montenegro closes 3 more EU chapters and is now at 21 of 33. What it means for buyers

On 12 October the EU and Montenegro closed three more negotiating chapters in Luxembourg: economic and monetary policy, statistics, and social policy and employment. That puts Montenegro at 21 of 33 chapters closed, up from 18 after the July round, with 12 still open.

A closed chapter means both sides agree Montenegro has met the requirements in that area for now. The Council says nothing is final until the whole package is agreed, and it can return to a chapter if needed. So this is steady progress, but it is not a membership date.

If you are deciding whether to buy now or wait, here is what I'd do. I'd treat the 2028 membership target that Montenegro's government talks about as a hope rather than an EU promise, and I wouldn't build a five-year plan around it. I sell property here, so treat this as my view.

What the closures do tell you is that the direction hasn't changed, which is a fair reason to feel calmer about buying, though no reason to hurry. Whether a flat is worth its asking price depends on the flat and the price per square metre, and no chapter changes that. The risk is that 12 chapters remain, and any of them can slow down.

What I'd watch: the date of the next accession conference and which chapters are on its agenda.
