Montenegro's parliament passed amendments to the Law on Foreigners on 15 October. They were published in Official Gazette 154/2026 on 19 October and apply from 27 October. A new Article 70g allows a temporary residence and work permit for an entrepreneur or company owner who is an EU citizen and can show an investment of at least 250,000 euro in Montenegro.
Most of the people who write to me about the coast hold passports from outside the EU, so the first thing to settle is whether this route is open to you at all.
The article defines investing in three ways: putting capital into a new or existing company registered in Montenegro, buying an ownership share in one, or placing the money in an escrow account until it is released into an approved business deal. You also have to show where the money came from. Buying a flat or a villa is not on that list, so my reading is that a property purchase would not count.
The permit lasts up to three years and can be extended once for three more, with the request filed at least 30 days before it expires and proof that the investment was made. Close family members can join you, and you must spend at least 15 days in Montenegro while the permit is valid. The text does not say 15 days in what period, which I would ask about.
If you are an EU citizen planning to run a company here, I'd talk to a Montenegrin lawyer first. If you are not, my read is that nothing changes. I sell property here, so treat this as my view.
