The EBRD has published its draft Montenegro strategy for 2026-2031. Until 21 August, businesses, banks, NGOs and individuals can submit comments before the strategy is finalised.

The three priorities
Private-sector competitiveness and access to finance; the green transition, including clean energy, energy-efficient buildings and municipal services; and better transport, energy and digital connectivity. The Bar-Boljare highway is explicitly named.
Housing is not a priority
Housing and mortgages are not a named pillar.
The buyer-relevant thread is green finance for households: energy-efficiency credit lines such as GEFF REPower and Go Green, distributed through local banks.
That's the same direction as the €7m NLB green mortgage line and €20m Hipotekarna facility.
So there is a mortgage story here, but it's narrow: financing greener homes, not expanding mortgage access broadly.
The draft also describes Montenegro's financial system as highly bank-centric, with limited availability of long-term financing. For buyers - particularly non-residents - I would not read this strategy as signalling a near-term transformation in mortgage availability.
Tourism is treated more as a concentration risk than a growth priority
The draft says economic activity remains heavily concentrated in seasonal tourism and puts the emphasis on diversification.
There is no dedicated sustainable-tourism financing pillar.
Yachting, marinas and maritime development are not mentioned in the draft.
What I'd watch
Whether the final strategy gives housing finance any greater weight after consultation closes on 21 August.
