My take
Centrale is the family neighbourhood, and it's what I'd pick for anyone with children.
Outdoor basketball, tennis, and the best landscaping in the resort. You're buying an outdoor childhood rather than the flashiest apartment - it's a lower tier within Luštica Bay, and I think that's precisely the point.
It's also the town centre, so it works year-round: school, kindergarten, medical clinic, supermarket, co-working. Luštica Bay is one of very few places in Montenegro that genuinely functions in February.
Skip it if the view is what you're buying. That's Horizon.
