Why the fuel is duty-free — and who decided it
- Customs Law, Article 218 — authorises the exemption "until Montenegro's accession to the EU." Published in Službeni list Crne Gore (the Official Gazette).
- Ministry of Finance regulation — the Plan za prihvat stranih plovnih objekata lets fuel be supplied from excise warehouses at the licensed marinas without excise or VAT, under customs supervision. The Ministry itself calculated it waived roughly €59 million in excise + VAT on yacht fuel from 2018 to mid-2022.
- Law on Excise (Zakon o akcizama) — sets the diesel excise (≈ €0.33–€0.44/L) that is waived; standard VAT 21%.
