Why captains who refuel here end up buying
This is the part nobody markets. Captains route on cost and infrastructure, so the cheap, high-capacity fuel pulls traffic into Montenegro. Owners then spend two to four weeks aboard each season — usually the same weeks, in the same berth, walking the same waterfront. Year two they extend the stay. Year three they ask what an apartment in the building above the marina actually costs.
That isn't a hypothesis — it's the path that built the residential market around Porto Montenegro over the last decade, now extending into Luštica Bay and Portonovi. Residential transactions follow yacht traffic with a 12–24 month lag. The fuel dock is the cheapest tell in the Montenegro property market.

Duty-free diesel is currently a Montenegro-specific advantage in the Adriatic, and it expires on EU accession. The captains already read this — it's why the marinas are full and berths under 35 m have run at 100% occupancy for three years. The buildings around them have a known supply ceiling. The next few years are when "summer berth" quietly prices into "permanent address."
