The Ministry of Energy currently regulates that price at ≈ €1.65-€1.79/L, and duty-free removes the Montenegrin excise (≈ €0.33-€0.44/L, Law on Excise) plus 21% VAT. Croatia, Italy and Greece set their own excise and their own VAT (25%, 22%, 24%), so any comparison with them must use their rates, not Montenegro's.

- The window is finite. Under the Customs Law and the Ministry of Finance regulation on the reception of foreign vessels it runs until Montenegro joins the EU - membership is targeted for 2028 (negotiations aim to close by end-2026). A real window, but not forever.

This is the part nobody markets. Captains route on cost and infrastructure, so the cheap, high-capacity fuel pulls traffic into Montenegro. Owners then spend two to four weeks aboard each season - usually the same weeks, in the same berth, walking the same waterfront. Year two they extend the stay. Year three they ask what an apartment in the building above the marina actually costs.
That isn't a hypothesis - it's the path that built the residential market around Porto Montenegro over the last decade, now extending into Luštica Bay and Portonovi. Residential transactions follow yacht traffic with a 12-24 month lag. The fuel dock is the cheapest tell in the Montenegro property market.

Why the fuel is duty-free - and who decided it
- Customs Law (Carinski zakon) - authorises the exemption for foreign vessels until Montenegro's accession to the EU. Published in Službeni list Crne Gore (the Official Gazette).
- Ministry of Finance regulation - the Plan za prihvat stranih plovnih objekata lets fuel be supplied from excise warehouses at the licensed marinas without excise or VAT, under customs supervision.
- Law on Excise (Zakon o akcizama) - sets the diesel excise (≈ €0.33-€0.44/L) that is waived; standard VAT 21%. The 15% reduced VAT rate applies to marina services, not to fuel.
- Ministry of Energy - regulates the domestic duty-paid pump price for diesel, currently ≈ €1.65-€1.79/L. That is the correct baseline for the duty-free saving.
